In an outrageous tweet she said: "...a 5-10 year recovery from 300 years of pillaging isn't bad at all".
The remark was made as economic adviser Andrew Wilson had been quoted as saying that it could take up to ten years for Scotland's economy to recover after a split from the rest of the United Kingdom.
Julie Bell is standing for the party in the Kirriemuir & Dean ward for Angus Council. She was challenged to withdraw her remarks by Labour's Lewis McDonald who suggester voters would find her comments "appalling".
This row follows after the depute leader of Perth and Kinross Council, Dave Doogan, was supposedly disciplined for making anti-English remarks.
It is alleged that Dave Doogan had made a speech referring to "quislings" and Scotland being "under the heel of foreign influence for 300 years".
Tory MSP Liam Kerr has been quoted as saying: "The worrying thing is that it isn't just one SNP candidate who thinks like this - it is the entire SNP, starting from Nicola Sturgeon at the top".
